Missanabie Cree First Nation Housing Committee Scope

 

Purpose 

The Housing Committee of MCFN exists to:

·         Advise the Housing Manager & Department on housing-related issues within the jurisdiction of MCFN, ensuring timely identification & discussion of emerging concerns.

·         Support the Housing Department in enhancement of housing initiatives & policies.

·         Support community outreach & engagement in fostering fruitful conversations for community input resulting in successful implementation of housing initiatives.

Ultimately the goal of the Housing Committee is to ensure that the Housing Department effectively supports the community’s housing needs while promoting social well-being & maintaining a fair & transparent process for all stakeholders.

 

Scope

Policy Development Support & Evaluation

·         Collaborate with community members to identify housing needs & priorities.

·         Housing policies that reflect the values & needs of MCFN.

·         Ensure policies are inclusive, equitable, & culturally relevant.

·         Support the monitoring & evaluation of the effectiveness of housing policies & programs.

·         Gather & analyze community feedback to inform policy adjustments & improvements.

Tenant & Landlord Selection Process Development

·         Support the design of a transparent & fair process for selecting tenants & landlords.

·         Help to curate criteria that ensure selection practices are unbiased & prioritize community well-being.

·         Support the creation of guidelines for tenant & landlord responsibilities, including maintenance & communication expectations.

·         Support the creation of a system for regular review & updating of selection processes to adapt to changing community needs.

Ad hoc Conflict Resolution

·         Set up mechanisms for addressing conflicts between tenants, landlords, & the Housing Department.

·         Develop a clear process for reporting & resolving disputes.

·         Offer mediation & conflict resolution services to facilitate amicable solutions.

·         Provide suggestions for training & resources for committee members & community members on effective conflict resolution strategies.

Appeal Review

·         Establish a procedure for reviewing appeals related to housing decisions & processes.

·         Ensure that the appeal process is accessible, transparent, & fair.

·         Review & adjudicate appeals in a timely manner, ensuring adherence to established policies & procedures.

·         Document & analyze appeal outcomes to identify areas for policy improvement & ensure continued alignment with community needs.

Community Engagement & Communication

·         Support the engagement of community members regularly to gather input & address concerns related to housing.

·         Assist in providing clear, consistent communication about housing policies, processes, & updates.

·         Support the process of initiating community meetings & forums to facilitate dialogue & gather feedback.

Capacity Building & Training

·         Assist and refer options for training for committee members & community members on housing management, policy development, & conflict resolution.

·         Promote knowledge sharing & skills development to enhance the effectiveness.

Monitoring & Reporting

·         Track the progress & impact of housing initiatives & programs on community well-being.

·         Support the preparation & presentation of regular reports to the MCFN leadership & community on housing matters & outcomes.

·         Recommend improvements based on monitoring & reporting findings.

Committee Composition

·         3-5 Community Members

·         1 Council Representative

·         1 Elder Representative

·         1 Youth Representative
